Speech Disorders May Be Helped Using Rhythm and Familiar Words

Singing therapy is often used to restore fluency to sufferers of speech disorders due to stroke. Recent research found, however, it may not be the singing itself that helps. Christie Nicholson reports

Left-sided stroke victims are often left with a debilitating speech disorder. Yet many can sing entire pieces of text fluently.

Singing is thought to activate areas of the right hemisphere which can pinch hit for the stroke-damaged left side of the brain.

Recent research from the Max Planck Institute has found, however, that it?s not the singing that matters. It?s the rhythm. And if the lyrics are familiar the stroke sufferer finds it even easier to speak them. The research appears in the journal Brain.

Scientists had 17 stroke victims attempt to pronounce thousands of syllables which were sung and recited with either rhythmic or non-rhythmic accompaniment. The lyrics were either very familiar or unfamiliar.

Just speaking the words in a rhythmic fashion was just as effective as singing. Even more important, however, is familiarity of the text. Scientists speculate that speaking commonly known phrases or singing very familiar songs might tap into different, possibly uninjured, parts of the brain than spontaneous speech does.

These results might put the source of success for singing therapies into question. But further studies are needed before therapists decide to change their tune.

(AP) ? China's state broadcaster isn't saying why the station ran the music to "America the Beautiful" during the gala live broadcast of the country's latest space launch.

Strains of the famed American patriotic tune rang out following the launch of the Tiang Gong-1 experimental space station module late Thursday night.

It wasn't clear why the music had been picked or whether CCTV producers were aware of the origins of the song, whose lyrics include the lines "America! America! God shed His grace on thee."

An operator answering phones at CCTV's Beijing headquarters on Friday said no spokesman was available and calls to the station's international affairs department rang unanswered.

Fear, Phobias and disorders are karmic & curable

Fear is a natural phenomenon. It is as natural as elation, excitement and rush or sadness. Fear only becomes a reason for concern when it impedes in your daily living, when it prevents you from achieving, expressing, earning or conducting your daily living with a free bent of mind. Extenuated fear takes the form of anxiety disorders, panic attacks or severe phobias. There is no real explanation to where this fear develops, where it matures or how it surfaces. Everyone get fearful, anxious or phobic about some or the other trivial thing in life, for no real reason. People are born with the phobia of heights, insects, blood etc. Phobias are nothing but extreme form of fear germinated due to extreme anxiety over something. Most commonly classified categories of fears are: ? Acrophobia- fear of heights ? Aqua-phobia-fear of water ? Atychiphobia- fear of failure ? Claustrophobia- fear of closed spaces ? Fear of Flying ? Social Anxiety Disorder-fear of expression ? Fear of Being Left Alone ? General Anxiety Disorder- anxiety over nothing ? Social Phobia- fear of being out in the public ? Fear of Failure ? Many more? Around one billion people are suffering from some sort of anxiety disorder, which means one in every seven people across the world is suffering from severe anxiety! Yet, there are a few who brush it off saying ?it?s all in the heads?. Practitioners attribute all of it to stress, and tension in daily life. Our day to day life has become so highly complicated these days that it is actually difficult to not get worried or heavy with anticipation. The environment, one?s body and mind are crucial factors in shooting up stress levels in a body. For our subconscious, severe fears or a phobia is accumulated layer of emotions stored in an unexplained negative experience of some span in the past.There are many such past lives one lives, and accumulates fears, disinterests, opinions or assumptions from. Fears that cannot really be explained with a reason also have their roots in one?s past lives. For example, an X cannot really decipher why he is so scared of water. Though it is possible that people may get over their phobias without any external intervention, or may confront their fears and face them by themselves, but for the rest we suggest therapy plus perhaps a combination of medication that may be the best solution. We claim that it can be controlled with therapy over a period of time. Each one of us could change the way we look at things, polish our perspectives to positivity and widen our scope of understanding. US tells court bin Laden photos must stay secret (AP)

WASHINGTON ? Public disclosure of graphic photos and video taken of Osama bin Laden after he was killed in May by U.S. commandos would damage national security and lead to attacks on American property and personnel, the Obama administration contends in a court documents.

In a response late Monday to a Freedom of Information Act lawsuit filed by Judicial Watch, a conservative watchdog group seeking the imagery, Justice Department attorneys said the CIA has located 52 photographs and video recordings. But they argued the images of the deceased bin Laden are classified and are being withheld from the public to avoid inciting violence against Americans overseas and compromising secret systems and techniques used by the CIA and the military.

The Justice Department has asked the court to dismiss Judicial Watch's lawsuit because the records the group wants are "wholly exempt from disclosure," according to the filing.

Tom Fitton, president of Judicial Watch, accused the Obama administration of making a "political decision" to keep the bin Laden imagery secret. "We shouldn't throw out our transparency laws because complying with them might offend terrorists," Fitton said in a statement. "The historical record of Osama bin Laden's death should be released to the American people as the law requires."

The Associated Press has filed Freedom of Information Act requests to review a range of materials, such as contingency plans for bin Laden's capture, reports on the performance of equipment during the May 1 assault on his compound in Abbottabad, Pakistan, and copies of DNA tests confirming the al-Qaida leader's identity. The AP also has asked for video and photographs taken from the mission, including photos made of bin Laden after he was killed.

The Obama administration refused AP's request to quickly consider its request for the records. AP appealed the decision, arguing that unnecessary bureaucratic delays harm the public interest and allow anonymous U.S. officials to selectively leak details of the mission. Without expedited processing, requests for sensitive materials can be delayed for months and even years. The AP submitted its request to the Pentagon less than one day after bin Laden's death.

In a declaration included in the documents, John Bennett, director of the CIA's National Clandestine Service, said many of the photos and video recordings are "quite graphic, as they depict the fatal bullet wound to (bin Laden) and other similarly gruesome images of his corpse." Images were taken of bin Laden's body at the Abbottabad compound, where he was killed by a Navy SEAL team, and during his burial at sea from the USS Carl Vinson, Bennett said.

"The public release of the responsive records would provide terrorist groups and other entities hostile to the United States with information to create propaganda which, in turn, could be used to recruit, raise funds, inflame tensions, or rally support for causes and actions that reasonably could be expected to result in exceptionally grave damage to both the national defense and foreign relations of the United States," Bennett wrote.

Navy Adm. William McRaven, the top officer at U.S. Special Operations Command, said in a separate declaration that releasing the imagery could put the special operations team that carried out the assault on bin Laden's compound at risk by making them "more readily identifiable in the future." Before his current assignment, McRaven led the Joint Special Operations Command, the organization in charge of the military specialized counterterrorism units.

Stevens appointed new Schalke coach

BERLIN (AP) -Huub Stevens has been appointed as coach of German club Schalke to replace Ralf Rangnick, who stepped down last week.

"I'm happy to be back," Stevens said at a news conference Tuesday after signing a contract through 2013. "The club is in my heart."

The 57-year-old Dutchman previously coached Schalke from 1996-2002, becoming the club's longest-serving coach. He led the club to the UEFA Cup title in 1997, the German Cup in 2001 and 2002, and came agonizingly close to winning the league in 2001 when Bayern Munich snatched the title.

"It's not for nothing people say: 'Once a Schalker, always a Schalker,"' Stevens said after about 1,000 fans showed up for his first training session in charge.

"There were harmonious talks with the club," Stevens said. "The past few days were hectic. It's not important what happened in the past, but what happens today and tomorrow. I look forward to the challenge."

Schalke general manager Horst Heldt said the club "didn't want to experiment."

"Huub's coming home, and his fire is burning. We've seen that other clubs have success with experienced coaches who still have fire burning inside," Heldt said.

Rangnick surprised Schalke by leaving Thursday after just six months in charge, citing burnout. Schalke team doctor Thorsten Rarreck said the 53-year-old had no choice but to quit immediately "before he imploded."

Rangnick had taken over from Felix Magath at the end of March.

"It's important that Ralf Rangnick returns," Stevens said. "I sent him a text message ... I think he showed great courage in making this decision."

Stevens was the favorite to take over at Hamburger SV, another former club, following the sacking of Michael Oenning but talks broke down on Sunday evening.

"I didn't say 'No' to Hamburg," Stevens said. "Hamburg said to me that they were speaking with several candidates. So I also find I have the right, as a coach, to speak with other clubs."

Stevens will face Hamburg in the Bundesliga on Sunday, after Thursday's Europa League match against Maccabi Haifa.

Schalke is fifth after seven league games, six points behind Munich.

"There's a lot of potential in the team. But the right balance still has to be found. I want football that the fans can appreciate," Stevens said.

Stevens also coached German sides Hertha Berlin and Cologne, as well as Dutch clubs Roda JC and PSV Eindhoven. His most recent job was with RB Salzburg, which he led to the Austrian title in 2010.

Novartis drug may help older breast cancer patients (Reuters)

STOCKHOLM (Reuters) ? Novartis's bone drug Zometa extended survival in older breast cancer patients but failed to improve disease-free survival among younger women patients in a large-scale clinical trial, researchers said on Sunday.

Detailed data presented at the European Multidisciplinary Cancer Congress (EMCC) in Stockholm showed that Zometa, a bisphosphonate drug known generically as zoledronic acid, only improved overall survival rates in patients who had undergone the menopause at least five years earlier.

Researchers said the effect was likely to be linked to levels of reproductive hormones, which are lower in women who have been through the menopause.

"This is not a treatment for ever woman with breast cancer," said Robert Coleman of Britain's Sheffield University, who led the study. But for women with low levels of female hormones, either due to aging or specific treatments to induce menopause, Zometa "appears very promising."

An analysis of the subset of older patients showed that at a the five-year follow-up, there was a 26 percent reduction in recurrence of tumors, Coleman said, as well as a 26 percent reduction in the risk of an early death.

These strong results could lead to "a major new treatment approach" for post-menopausal patients, he said.

Zometa, which generated sales of $2.1 billion for Novartis in 2010, is an intravenous drug from a widely used class of osteoporosis medicines called bisphosphonates.

It is increasingly being prescribed to help reduce or delay fractures and other skeletal complications in a variety of cancers that have spread to the bones. From 65 to 75 percent of breast cancer recurrences occur in the bones.

This trial, called AZURE and also published in the New England Journal of Medicine on Sunday, involved 3,360 women with early-stage breast cancer from 174 centers in Britain, Australia, Spain, Ireland, Portugal, Taiwan and Thailand.

Patients randomly allocated receive standard chemotherapy and/or hormone therapy, either with or without the addition of Zometa, a drug that works by inhibiting the cells that break down bone, called osteoclasts.

The results showed that looking across all trial participants, there was no significant difference in disease-free survival or overall survival between patients who received Zometa and those who didn't. But in a subset of older patients, the addition of the Novartis drug did bring clear benefits.

These women, who had at least five years since their last period, had an overall survival rate at five years of 85 percent on Zometa compared with 79 percent for those not on the drug. For all other patients, overall five-year survival was similar, at 86 percent in the Zometa group and 85 percent in the control group.

Investigators said that most surprising among the findings was the drug's effect on the rate at which the cancer recurred outside the bone. The relative risk for developing metastases, or secondary tumors, outside bone during treatment with Zometa was approximately halved in the postmenopausal women compared with the younger patients.

Coleman said the results shed new light on the role bones may play in the progress of the disease.

"The effects on metastasis and recurrence outside bone suggests that the bone marrow is an important sanctuary for tumor cells which can be activated after, sometimes, many years of dormancy," he said. "With help from bone marrow stem cells, they may then spread via the blood stream to set up metastases at other sites."

Census Shows More Grandparents Caring for ... - Family Law Lifeline

A survey conducted by the U.S. Census Bureau indicates that many people are still feeling the effects of the recession. It?s no surprise to me to find out that fewer couples are getting married, and more grandparents are caring for their grandchildren. In the last year, I have had more people contact my firm with a case in which grandparents were involved in one way or another, than I?ve had in the previous years combined since the Steele Law Firm opened its doors.

There are the obvious cases in which the parents allow their child(ren) to live with the grandparents for a set amount of time. This typically causes problems down the road when the parents are ready to have the child(ren) live with them again, but the child(ren) have adapted to life with the grandparents. Not to mention the grandparents who have also gotten used to having little ones around. If you?re preparing to let your child(ren) go live with their grandparents for any extended amount of time, it is best to get a court order in place regarding temporary guardianship. And just because your child(ren) aren?t living with you any more, doesn?t mean you get a free pass to live on the wild side and pretend your little ones don?t even exist. In a case in which the grandparents are contesting custody, your chances of getting custody of your child(ren) are lessened if you live irresponsibly and carelessly. The responsible parent will be spending this time working as much as possible to save up as much money as possible so that their child(ren) can come live with them as soon as possible.

Recently, I?ve heard instances in which whole families, including the dog!, have moved in with one spouse?s parents. This places quite a burden on the grandparents, financially and emotionally. Single parents, if you or your ex is planning on moving in with your child?s grandparent(s), please consult your attorney first. There may be legal issues associated with such a move that you?re not aware of. I, for one, like to give my clients the ?free pass to live on the wild side? speech. Besides never knowing if or when your ex is planning on swooping in with a Petition to Modify Custody, it?s always best to set a good example for your child(ren).

With UN bid, Abbas rises out of Arafat's shadow (AP)

RAMALLAH, West Bank ? President Mahmoud Abbas received a hero's welcome Sunday from thousands of cheering, flag-waving Palestinians, having made a bid for United Nations recognition that appears destined to fail but has allowed him to finally step out of the shadow of his iconic predecessor Yasser Arafat.

The crowd, many of them holding posters of Abbas, repeatedly chanted his name as he spoke. Abbas was uncharacteristically animated, shaking his hands, waving to the audience and charming the crowd with references to "my brothers and sisters."

Abbas call Friday for the U.N. to recognize Palestinian independence has transformed him in the eyes of many Palestinians from gray bureaucrat to champion of their rights. Though Israel and the United States oppose the move and consider it a step back for long-stalled peace talks, it could help Abbas overcome internal struggles and gain the support he will need to get a deal through one day.

In a brief address outside his headquarters in Ramallah, Abbas told the crowd that a "Palestinian Spring" had been born, similar to the mass demonstrations sweeping the region in what has become known as the Arab Spring.

"We have told the world that there is the Arab Spring, but the Palestinian Spring is here," he said. "A popular spring, a populist spring, a spring of peaceful struggle that will reach its goal."

He cautioned that the Palestinians face a "long path" ahead. "There are those who would put out obstacles ... but with your presence they will fall and we will reach our end," he said.

The dynamic public appearance was a noticeable change for the 76-year-old Abbas, who was elected shortly after Arafat's death seven years ago. While Arafat was known for his trademark olive-green military garb and fiery speeches, Abbas favors suits and typically drones on in monotone.

In seeking U.N. recognition, Abbas "moved the feelings and emotions of the ordinary Palestinian," said Mahdi Abdul-Hadi, a respected Palestinian academic in Jerusalem. "He gave the people national pride after they were denied it."

Abbas' calls for nonviolence and his successes in restoring law and order to the West Bank have won him respect in Israel and abroad. But at home, he is often seen as weak and ineffectual in his dealings with Israel and the rival Hamas movement, which seized control of the Gaza Strip from his forces in 2007.

Abdul-Hadi said that at the end of a long career, Abbas is thinking about his legacy and wants to be remembered as the man who led his people to independence. He said it was no accident that on Sunday, Abbas delivered his speech outside the memorial where Arafat is buried.

Abbas has asked the U.N. Security Council to recognize an independent Palestine in the West Bank, east Jerusalem and Gaza Strip ? areas captured by Israel in the 1967 Mideast war. Some 500,000 Jewish settlers now live in the West Bank and east Jerusalem. Israel withdrew from Gaza in 2005.

Abbas is turning to the United Nations in frustration after nearly two decades of unsuccessful peace efforts that were derailed at various times by violence, indecision and intransigence. Abbas says he will return to the negotiating table only if Israel halts settlement construction and accepts the pre-1967 lines as the basis for talks.

Israel and the U.S. oppose the U.N. bid, saying there is no substitute for direct negotiations. But with Israel continuing to build settlements, Abbas says there is no point in talking.

It is unclear what the U.N. application will actually accomplish.

The U.S., as a member of the Security Council, has already promised to veto the request if the Palestinians can muster the nine votes needed for passage ? which itself is far from certain. If that happens, the Palestinians say they will seek enhanced observer status from the General Assembly, as a "nonmember state." Passage is virtually guaranteed, but this would be largely symbolic.

The Palestinians acknowledge that any victory at the U.N. will not change the situation on the ground. But they believe an international stamp of approval of a Palestine in the 1967 lines would bolster their negotiating position in the future. The issue is likely to face weeks, perhaps months, of diplomatic wrangling.

In the meantime, the effort is likely to continue to bolster Abbas' standing at home.

Jamil Rabah, an independent West Bank pollster, said surveys consistently show Abbas to be the most trusted Palestinian leader, with 35 percent support, well ahead of his prime minister, Salam Fayyad, and the leader of the Hamas government in Gaza, Ismail Haniyeh.

He thinks that Abbas' speech Friday at the U.N. will only increase that number.

"It seems his popularity is rising," he said. "The steps he is taking indicate he is brave and strong. They used to say he was an American puppet, and he is showing he is not a puppet."

Increased support could bolster Abbas in his dealings with Hamas. The sides agreed to reconcile in May, but those efforts have deadlocked. Hamas hasn't reacted publicly to Abbas' U.N. speech.

It might also enable him ? if peace talks do somehow resume ? to more easily rally public support to conduct peace talks that would inevitably include concessions.

Already, the U.N. gambit seems to be increasing his standing in the wider Arab world.

"I have attended all the U.N. General Assembly meetings for the past 33 years but I have never heard clapping that lasted more than or higher than that given to President Mahmoud Abbas, which means Palestine," wrote Jihad al-Khazen, a veteran columnist in the London-based Al-Hayat newspaper.

The international community, meanwhile, is continuing to search for a formula to bring Israel and the Palestinians back to negotiations.

The Quartet of Mideast mediators ? the U.S., European Union, Russia and U.N. ? on Friday issued a statement calling for a resumption of peace talks without preconditions and a target for a final agreement by the end of 2012.

Israel's foreign minister, Avigdor Lieberman, said Sunday that his government should accept the Quartet proposal. But Abbas signaled it was a nonstarter as long as it doesn't include a settlement freeze.

"We will not accept anything but ... a halt settlement construction completely," he said.

Amid the impasse, both Israeli and Palestinian officials have expressed fears that the tensions could explode into violence. One Palestinian was killed in the West Bank on Friday after a clash between settlers and villagers.

On Sunday, residents in the same village, Qusra, found 400 olive trees uprooted or destroyed. They blamed residents of a nearby hardline settlement.

Farmer Ayman Odeh said the trees were laden with ripe olives ? an important cash crop for the village. "Imagine how long we worked on those trees, to see them broken now," Odeh said.

Extremist settlers frequently destroy Palestinian-owned olive trees to protest what they feel is unfair treatment by the Israeli government.

A Miami-based company that delivers meals has sued the review site Yelp for defamation for allegedly showing negative reviews before the positive ones.

YS Catering, which operates the service The Fresh Diet, alleges that the first 13 posts about it displayed on Yelp are "low-rated reviews, tending toward negative criticism." YS Catering says that 16 additional reviews are only available if users click to another page. Those posts by users allegedly include "high-rated positive reviews."

The company alleges that Yelp committed "defamation by implication" on the theory that it made "negative reviews easily accessible, while omitting by hiding access to the 'additional' positive reviews."

But the case isn't likely to get far in court, predicts Santa Clara University Internet law expert Eric Goldman. He says Yelp will likely secure a fast victory because the Federal Communications Decency Act provides that online services like Yelp are immune from defamation liability based on posts by users.

In this case, YS Catering argues that it was defamed by Yelp's decision to order the posts in a particular order, as opposed to the posts themselves. Even so, Goldman says, Yelp should still be able to claim immunity, noting that other judges have rejected attempts to hold Yelp liable for business decisions relating to its display of reviews.

For instance, a state court judge in New York last year dismissed dentist Glenn Reit's defamation lawsuit against the review company. In that case, Reit unsuccessfully argued that Yelp engaged in deceptive business practices by removing good reviews.

YS Catering brought its suit in state court in Miami-Dade County. Late last week, the case was transferred to federal court in the Southern District of Florida.

(AP) ? Michigan Attorney General Bill Schuette said he and his counterparts in 16 other states want to demand quicker federal action on preventing invasive species such as Asian carp from migrating between the Great Lakes and Mississippi River watersheds.

Schuette told The Associated Press that a coalition of state attorneys general reaching from West Virginia to Nevada would push Congress and the U.S. Army Corps of Engineers to expedite a plan for severing the connection between the two giant drainage basins that engineers constructed a century ago in Chicago rivers and canals.

Supporters contend it's the only way to slam the door on species invasions that have disrupted aquatic ecosystems and cost billions in damages in both basins. Local cargo shippers and their allies say such a move would cause massive flooding and job losses in the Chicago area.

The Army Corps has promised to conclude by 2015 a long-range study of methods for cutting off potential avenues for species to transfer between the two basins, including separating them by installing dams or other structures. But carrying out whatever the agency recommends could take many more years, and money will be tight. Environmental activists, state and local officials, Indian tribes and others across most of the Great Lakes region are pleading with the Corps to move faster.

Five states ? Michigan, Minnesota, Ohio, Pennsylvania and Wisconsin ? are pressing a federal lawsuit that accuses the Army Corps and Chicago's municipal water agency of operating a public nuisance and demands the quickest possible action to physically separate the Great Lakes and Mississippi systems. The attorneys general from those states and New York said in August they would try to assemble a nationwide coalition in favor of separation.

Illinois and Indiana, the other two states adjoining the Great Lakes, haven't joined the lawsuits. Indiana officials say blocking the waterways could cause economic problems for their communities near Chicago.

Schuette said the idea of separation has now drawn endorsements from attorneys general in Arizona, Arkansas, Colorado, Iowa, Kansas, Louisiana, Missouri, South Dakota, Utah, West Virginia and Wyoming.

It's unclear what practical effect the attorneys generals' campaign could have, with the lawsuit by the five states already pending. The U.S. Supreme Court and lower courts have refused to order the Army Corps to expedite its study or take temporary measures such as closing Chicago-area shipping locks that could provide a pathway to Lake Michigan for Asian carp.

Still, as political leaders and chief legal strategists for their state governments, the attorneys general could wield considerable influence, said Joel Brammeier, president of the Alliance for the Great Lakes, an environmental advocacy group.

"They're guardians of their states' resources and they're helping to monitor threats from other places," Brammeier said. "They're well within their bounds to be pushing for a faster timeline on this because they know what's at stake."

Many of the states that are new members of the coalition have suffered ill effects of invasions by species such as zebra and quagga mussels, which hitched rides from central Europe to the Great Lakes in the ballast tanks of oceangoing freight ships. After colonizing the Great Lakes, they moved into the Mississippi basin and have infested waterways as far south as the Arkansas River and west to Lake Mead, which supplies water for drinking and irrigation to much of southern Nevada, southern California and Arizona.

"With jobs at stake and the ecology of our waters at risk, this national coalition will make our message loud and clear: It is time to shut down the invasive species highway," Schuette said. "I am honored to be joined by attorneys general from across our country asking for immediate action to combat a looming crisis in our waters."

The Army Corps declined to comment on Schuette's announcement. Corps officials have said repeatedly their schedule was reasonable given the complex scientific and engineering issues involved. Maj. Gen. John Peabody, who until recently was commander of the Corps' Great Lakes and Ohio River Division, said last month he welcomed the involvement of state officials in developing the study.

"I do not believe the Corps is dragging their feet," said Kay Nelson, a spokeswoman for UnLock Our Jobs, a coalition representing Chicago-area businesses including barge and tour boat operators. "It's an extensive job they've been given."

The Corps operates an electric barrier on a shipping canal south of Chicago that is designed to prevent fish from swimming between the two drainage basins. The agency says it is working well, but some fear otherwise because scientists have detected Asian carp DNA in water samples beyond the barrier.

Much of the recent debate over species invasions through the Chicago-area waterways has focused on the threat that bighead and silver carp, both Asian species migrating northward in the Mississippi and its tributaries, pose to the Great Lakes and their $7 billion fishing industry. But many states are worrying about being on the receiving end of invasions from the Great Lakes, Brammeier said.

"The most passionate testimony that I heard in two congressional hearings about Asian carp back in 2010 came from a fish and wildlife state director from Kansas, not the Great Lakes," Brammeier said. "He understood the impact that zebra mussels and other invasives had had on his state's resources."

Palestinians submit UN statehood bid

UNITED NATIONS (AP) ? Defying U.S. and Israeli opposition, Palestinians asked the United Nations on Friday to accept them as a member state, sidestepping nearly two decades of failed negotiations in the hope this dramatic move on the world stage would reenergize their quest for an independent homeland.

Palestinian President Mahmoud Abbas was greeted by sustained applause and appreciative whistles as he approached the dais in the General Assembly hall to deliver a speech outlining his people's hopes and dreams of becoming a full member of the United Nations. Some members of the Israeli delegation, including Foreign Minister Avigdor Liebermann, left the hall as Abbas approached the podium.

Negotiations with Israel "will be meaningless" as long as it continues building on lands the Palestinians claim for that state, he declared, warning that his government could collapse if the construction persists.

"This policy is responsible for the continued failure of the successive international attempts to salvage the peace process," said Abbas, who has refused to negotiate until the construction stops. "This settlement policy threatens to also undermine the structure of the Palestinian National Authority and even end its existence."

To another round of applause, he held up a copy of the formal membership application and said he had asked U.N. chief Ban Ki-moon to expedite deliberation of his request to have the United Nations recognize a Palestinian state in the West Bank, Gaza Strip and east Jerusalem.

To be sure, Abbas' appeal to the U.N. to recognize an independent Palestine would not deliver any immediate changes on the ground: Israel would remain an occupying force in the West Bank and east Jerusalem and continue to severely restrict access to Gaza, ruled by Palestinian Hamas militants.

Beyond that, Security Council action on the membership request could take weeks or months.

The strategy also put the Palestinians in direct confrontation with the U.S., which has threatened to veto their membership bid in the Council, reasoning, like Israel, that statehood can only be achieved through direct negotiations between the parties to end the long and bloody conflict.

Also hanging heavy in the air was the threat of renewed violence over frustrated Palestinian aspirations, in spite of Abbas' vow ? perceived by Israeli security officials as genuine ? to prevent Palestinian violence. The death on Friday of 35-year-old Issam Badram, in gunfire that erupted after rampaging Jewish settlers destroyed trees in a Palestinian grove, was the type of incident that both Palestinians and Israelis had feared would spark widespread violence.

Yet by seeking approval at a world forum overwhelmingly sympathetic to their quest, Palestinians hope to make it harder for Israel to resist already heavy global pressure to negotiate the borders of a future Palestine based on lines Israel held before capturing the West Bank, east Jerusalem and Gaza in 1967.

In recent weeks, international mediators have been furiously trying to piece together a formula that would let the Palestinians abandon their plan to ask the Security Council for full U.N. membership, and instead make do with asking a sympathetic General Assembly to elevate their status from permanent observer to nonmember observer state. The other part of that formula would include the resumption of negotiations in short order.

The U.S. and Israel have been pressuring Council members to either vote against the plan or abstain when it comes up for a vote. The vote would require the support of nine of the Council's 15 members to pass, but even if the Palestinians could line up that backing, a U.S. veto is assured.

The resumption of talks seems an elusive goal, with both sides digging in to positions that have tripped up negotiations for years. Israel insists that negotiations go ahead without any preconditions. But Palestinians say they will not return to the bargaining table without assurances that Israel would halt settlement building and drop its opposition to basing negotiations on the borders it held before capturing the West Bank, east Jerusalem and the Gaza in 1967.

Israel has warned that the Palestinian appeal to the U.N. will have a disastrous effect on negotiations, which have been the cornerstone of international Mideast policy for the past two decades. Netanyahu, who is to address the General Assembly later Friday, shortly after Abbas makes his own address, opposes negotiations based on 1967 lines, saying a return to those frontiers would expose Israel's heartland to rocket fire from the West Bank.

He also fears that if that principle becomes the baseline for negotiations, then Palestinians won't settle for anything less, despite previous understandings between the Palestinians and previous Israeli governments to swap land where settlement blocs stand for Israeli territory.

Talks for all intents and purposes broke down nearly three years ago after Israel went to war in the Gaza Strip and prepared to hold national elections that ultimately propelled Netanyahu to power for a second time. A last round was launched a year ago, with the ambitious aim of producing a framework accord for a peace deal, but broke down just three weeks later after an Israeli settlement construction slowdown expired.

Quartet envoy Tony Blair cautioned that the move at the U.N. must be followed by negotiations.

"You can pass whatever resolution you like at the United Nations, or at the Security Council, and it doesn't actually deliver you a state," Blair told BBC Radio. "And if you don't have a negotiation, whatever you do at the U.N. is going to be deeply confrontational."

The U.N. recognition bid has won Abbas broad popular support at home, but it is opposed by his main political rival, the Islamic militant Hamas movement that violently wrested control of Gaza in 2007.

Gaza's Hamas prime minister, Ismail Haniyeh, accused Abbas on Friday of relinquishing Palestinian rights by seeking recognition for a state in the pre-1967 borders. Hamas' founding charter calls for the destruction of Israel and a state in all of the territory between the Mediterranean and the Jordan River, though some Hamas officials have suggested they would support a peace deal based on the 1967 lines.

"The Palestinian people do not beg the world for a state, and the state can't be created through decisions and initiatives," Haniyeh said. "States liberate their land first and then the political body can be established."

Ministry to make another effort at crime stoppers ... - Stabroek News

The Ministry of Home Affairs and the Guyana Police Force are to continue to collaborate
with the Private Sector and other stakeholders towards a Crime Stoppers programme and
the resuscitation of a mechanism for the sharing of information between the police force
and the private security firms.

In a statement today, the Ministry of Home Affairs said it recognizes the critical
role which the Crime Stoppers programme and and the information sharing mechanism known as
POLSEC could play in enhancing public safety and security.

The crime stoppers programme has been on the agenda of the ministry over the last five
years but has not taken off because of the apparent lack of public interest.

The statement from the ministry said that the National Commission on Law and Order
met with the representatives from the Private Sector Organisations on
September 14, 2011 and had discussions on the resuscitation of the Crime Stoppers
Programme and POLSEC.

POLSEC, the ministry noted, is the acronym for Police Security Industry Partnership which was
conceptualized in 2003, by the Private Sector Commission, and the Guyana Police
Force.

?This involves sharing of crime and security information between Private
Security Firms and the Guyana Police Force. A dedicated phone line with the
telephone number 592-225-0554 has been assigned to receive the information. No
rewards are given to persons who share crime tips to the Guyana Police Force.?

The Crime Stoppers Programme is similar in nature to POLSEC, however, tips taken from
citizens are passed on to law enforcement and investigated and if an arrest and conviction
arise out of that information, rewards are provided. Observers say that the poor record of the
police in investigating and arresting would be likely deterrents to the programme succeeding.

The statement noted that the Crime Stoppers programme entails setting up a hotline or
hotlines (telephone numbers) where members of the public are encouraged to call in and
give anonymous information about crime. This information is then referred to the
relevant law enforcement agency and in some cases rewards are given.

The anonymous payment method used in a number of countries is that all callers are given
code numbers when they contact Crime Stoppers. If the caller wishes to claim a reward,
they nominate a branch of a particular bank and the caller goes to that bank and
asks for the manager and provides their code number and the amount of the reward,
the statement noted.

Adoption & Foster Parenting: Notes from Our Radio Show | BabyBites

On September 20, our?Mommy ?Bites? BlogTalkRadio show featured two incredible moms, Maria & Rebecca, who share their experience and knowledge about adopting and fostering children. It was an AMAZING show that I hope you will share with anyone who may be thinking about bringing a child into their home via either one of these avenues.

Here are the highlights of our show:

Heather: Why did you choose to become a foster parent or adopt?

Maria: We met our daughter first in foster care at 5 months old. She was in a foster care in Florida and my mom lived next door, so we would visit her whenever we were in Florida. When she was 8 months, my husband and I just knew she was supposed to be with us. We had her for 45 days in NYC and then they took her back for 2 years because her father wouldn?t give up the rights. We worked really hard to get her back and finally two years later we got her back.

Rebecca: I always knew I was going to be an adoptive or foster parent. I was looking for volunteer opportunities and started looking into fostering. I became familiar with the process. I was in a relationship and I joked around and would say that if my boyfriend and I broke up, then I would look into fostering a child. Well, we broke up!

Heather: You are doing this on your own, correct?

Rebecca: Yes, I am doing this all on my own. My family is all in Florida. So far I?ve had 3 foster children.

Heather: Are you involved at all in the time line of how long you have the children?

Rebecca: It?s a case by case situation. You are included, but your opinion doesn?t weigh any more than any other person?s opinion (social services, attorneys). I was definitely caught by surprise when I had to give the children back.

Heather: What is the emotional conversation you had to have with yourself before you and your husband decided to adopt?

Maria: It really was a no brainer for us. We decided ourselves, together. When we lost her for 2 years, that is when we were put through the ringer. In the end, we were battling an organization that believed that children should always be with their birth parents whenever they can. When we lost her, it was very hard for us. We didn?t go into her room ? it was a very rough 2 years. We went to therapy to help us.

Heather: Is there still so much politics involved?

Maria: I can only really speak to my situation. Unfortunately we had a really negative experience. People were literally hanging up the phone on us.

Heather: Can you talk a little about your crusade with parents and fostering?

Rebecca: My crusade is that I would like to see more ?typical? families participate in fostering a child. And I know I have to be careful on how I say this. Growing up I knew foster families would have tons of kids living with them at one time, and I never saw a family just foster one or two, even if they had their own children. I would like to open up the idea that fostering isn?t necessarily a ?career? and you can just do it once.

Heather: If people want to move forward, what type of process/paperwork needs to happen?

Maria: There is a huge background check and home visits. We went through the organization without hiring an attorney and that was a big mistake. It ended up being some ?missing paperwork? that was the reason Lilly had to go back to Florida. You should hire an attorney to help protect you and your child as you go through the process.

Rebecca: For me it was a very easy, quick process. I attended some classes, 2 to 3 hours per week for 8 weeks, took a drug and medical test, someone came to your home to see your living situation, and that was pretty much it. www.nyc.gov and put in ?foster care.? I had a child in my home 2 weeks after I got the certificate!

Heather: What is the financial commitment?

Maria: For international adoption, you have to visit the child twice before they can come back with you. It?s easily 50 to 100 k.

Heather: We got a comment: ?I thought about adopting. But that changed once I hit 30. Adoption rules aren?t friendly for older single mom.?

Maria: That is very true and it?s unfortunate. There is a cut off. I believe it?s in your 40?s or 50?s. It is hard for single women to adopt. I?ve heard that international adoption may be easier for single parents.

Rebecca: For fostering, being single is not an issue at all. I?m sure it varies state by state, and NY is very liberal. In terms of the difficulty or ease of parenting, having another person certainly would have been very helpful! Luckily I had great friends who helped me out.

Heather: Do parents get to choose sex or age of child they adopt?

Maria: Yes. When you fill out the forms, you get to fill out a questionnaire about the type of child you want.

Rebecca: It sounds so tacky, but in the foster system you really get to shop ? you can say what age you want, sex, race, etc.

Heather: As a potential foster parent, if for some reason you give it a try and it doesn?t work for you, is there a set amount of time that is common or expected for you to be taking care of this child?

Rebecca: There is no set time. And that is pretty much the number one question about fostering. It could be anywhere between one day and 21 years! At any time, you can put in your 2 week notice that you are ready to pass the child onto another family.

Heather: Who chooses if the child gets to keep a relationship with the biological parents?

Maria: Biological parents have initial say. For us, we were advised by our attorney to request a closed adoption and we didn?t get any resistance from the birth parents.

Heather: What is your number one piece of advice?

Rebecca: My biggest piece of advice is to encourage people to sign up for the classes. They are free and are designed to help people decide if fostering is for them. You really get a good picture of what fostering is like. And there is no commitment. Even if you get your fostering license, you don?t have to take a child.

Maria: I think adoption is amazing. My husband and I have always discussed adopting. Based on everything we went through, my biggest piece of advice is to get the right people (lawyers) / support network to help you. Adoption is a tough and long process.
